Northern Ireland Housing Executive: A place to fulfil your potential

As the strategic housing authority for Northern Ireland and a landlord at scale, our people are the cornerstone of our continuing success in delivering housing solutions and building communities over five decades.

With a total organisational annual budget of more than £1.2 billion, we provide a range of public services across Northern Ireland.

As one of the largest landlords in Ireland and the UK, one in 10 people in Northern Ireland live in our homes and we invest over £200 million every year to make sure that these houses are safe, warm and comfortable.

We offer advice and support – so that people get the right housing solutions, to sustain their tenancies and to live in safe and healthy communities.

As the strategic housing authority for Northern Ireland, we ensure fair allocations in social housing. We transform places, fostering neighbourhood regeneration and cohesion in safe and shared spaces – whether these are in our cities, towns or in rural areas. We help homeowners make improvements to their houses through grants.

Through the Supporting People programme we work in partnership with others to provide housing support services to 20,000 households every year, helping people to live independently wherever possible.

We deliver financial support – such as Housing Benefit – to households across Northern Ireland, as well as offering advice and signposting when people are struggling to pay their bills.

We assess housing need, oversee the Social Housing Development Programme with our housing association partners, provide housing support services with our voluntary and community sector partners and provide temporary accommodation for those who find themselves homeless. We work hard to prevent homelessness, to provide a range of services with advice and support, and to ensure positive outcomes for even the most vulnerable people.

As the Home Energy Conservation Authority for Northern Ireland, we are committed to tackling the climate change emergency by developing sustainable solutions to reduce carbon emissions and fuel poverty.

Over 10,000 of our homes have energy efficiency work undertaken in 2024, which we extend in 2025. As part of this we will further roll out our low carbon retrofit programme, which sees important collaboration with the construction industry in insulating our tenants’ homes but also in piloting smarter heating systems. In 2024 we built our first homes in 25 years, signalling our ambition to begin to build at scale and also to develop sustainable, high-spec housing.

Sharon Poots and Caroline Best applied for technical roles within the Housing Executive after being made redundant from their jobs as architects during the recession. Neither knew very much about the Housing Executive at this time. Over 10 years later and both Sharon and Caroline have developed exponentially in their careers.

Sharon and Caroline have been at the forefront of innovative new build and improvement work in the Housing Executive.

Sharon is currently the Project Architect and Senior Project Manager who led the team behind the first houses to be built by the Housing Executive in 25 years. Caroline is the Senior Principal Officer within Land and Regeneration who worked with fellow architect Sharon to put together the feasibility study and business case that required departmental approval to build these six new energy and cost-efficient homes.

Sharon said, “I have worked for the Housing Executive for 12 years and appreciate the great learning experience and influence that can come with my current role.

“I also can’t imagine having the same degree of job security anywhere else and the opportunities for personal and professional development are second to none. There is a perfect balance of working and learning.

“I would strongly encourage students to consider working here and particularly in technical roles, where we are sadly lacking.”

Caroline adds: “I have worked for the Housing Executive for 12 years. I started as an agency staff member. The Housing Executive was never on my radar as a student as a place to work. I didn’t really understand what they did, even though I grew up in a Housing Executive home.

“Now I am proud to say that I work for them. While I do not have the same level of connection with tenants as Patch Managers and Maintenance Officers, I still see the benefit of my work daily in improving people’s homes and quality of life. That means a lot to me.

“I would love to see more young people working in the construction industry because, like me, I am confident they would discover a passion for the work once they see their ideas becoming a reality.”
